Development finance is made up of official development assistance (ODA) and other official flows (OOF). While modest in a global context, it can be very large relative to the size of recipient economies. Shifting political priorities mean that it is likely to face cuts, with the OECD pencilling in a 20% drop in ODA over the next two years. For the most exposed economies, this would pose a significant risk: a 1% decline in ODA as a share of GDP
